gavel Tokyos Virtual Child Pornography Bill Voted Down In CommitteeIt seems that the virtual child protection bill that was presented to the Tokyo Metropolitan government has been defeated in committee. According to Anime News Network, it is the first bill introduced by a governor to be voted down in the committee in over 20 years. The bill, which would prohibit the sale to minors of material that sexually depicts “nonexistent youths,” has been a topic of hot debate since its original introduction last year, and was followed shortly after by a similar bill being presented in Osaka.

One of the major complaints voiced about the initial bill was an inadequate definition of “nonexistent youths;” so lawmakers attempted to fix that by introducing a second version of the bill; however, this bill was also defeated in committee. Though the bill was defeated in committee, it will still be seen by the full assembly this week, where it is expected to fail as well.

The Tokyo prefectural government has laws in place that prevent explicit materials from being sold to minors, but many drawn depictions are considered suggestive but not explicit. This bill would further expand the list of materials that would not be legally available to minors. If the bill is defeated, the Office of Youth Affairs and Public Safety says it will attempt to re-introduce the bill during the fall legislative session.
